There is an unfairness to hitting a nice golf shot only to lose your ball and incur penalty shots. The proper rules of golf mean you have to return to where you hit that ball from, add one penalty shot and carry on from there.
I would like to offer you three choices to read through and vote on which you think is best for us to use.
Option 1:
Lost ball within the golf course: Drop another ball where you lost your ball and carry on without penalty.
Lost ball off the golf course: Drop a ball where your ball left the golf course and this is your second shot, without penalty.
Option 2:
Lost ball within the golf course: Drop another ball where you lost your ball and carry on with one penalty stroke.
Lost ball off the golf course: Drop a ball where your ball left the golf course and carry on with one penalty stroke.
Option 3:
You lose your golf ball anywhere in or out of the golf course. You return to where you played that shot and replay it with one penalty stroke.
For example, if you end up in the rough to the left of the 6th hole and can't find your ball, you must walk back to the tee and replay the tee shot, that is your third shot. Known as a ‘stroke and distance’ penalty.
